介绍

The Middle East Trade Association (META), representing the interests of businesses in one of the smaller
countries in the Middle East, had decided to launch a ‘web marketplace’ provisionally called ‘Connext’. The concept was simple: build a user-friendly, data-driven website that combined META’s existing trade directories. It would also allow new suppliers and buyers to join in order to create an online market exchange. META was keen to develop this quickly and initial investigations had indicated that the development and installation of the software should take approximately 10 weeks.
META had secured some government funds to finance the project. However, a condition of the government funding was that META should promote the government’s values of honesty, ethical behaviour and transparency. META would be held responsible for all project risks, plus any breaches of the government’s values by companies registering to use the site. META would be required to check any potential buyers and suppliers to ensure they conformed to these requirements.
Developing the Site
Proposals were invited for developing the Connext website. Time was of the essence as a rival organisation was planning a similar website for the region. META wanted to complete the project within 10 weeks.
Project Proposal
A London-based information technology (IT) consultancy replied with the following project proposal:
“The specification for this Connext website looks quite straightforward. We would tackle it using six project

We suggest you run the tasks as follows. Start the project with Task A. When A is finished you can run Tasks B and D in parallel. When B is complete you can start Task C, and when D is finished you can start Task E. When both C and E are complete you can start Task F which finishes the project.”
The consultancy had identified two experienced IT professionals, both of whom were accustomed to working on short-term projects: Paul Davis – a database administrator
Rachael Jones – a website developer
The proposal also advised that both of them would each expect $500 per day worked, plus all their travel and hotel expenses.
META’s response
META’s buyer, Richard Griffiths, calculated that the project would be completed on time if all of the
activities went precisely to plan.
